The two components
A labour rate that may differ outside business hours, and a call out or dispatch fee for attending at all. They are separate and either can exist without the other.
The call out fee typically covers the cost of getting a truck and a technician to the property, and is often charged whether or not you proceed with the repair. It is the one that most often surprises people.
The after hours labour rate reflects that the technician is being paid a premium to work at night. That is a real cost to the company, whatever anyone thinks of passing it on.
The argument against the premium
The work is identical at 2am and at 2pm. What differs is that the customer has no ability to shop around, and pricing based on the customer's lack of options is difficult to defend on any basis other than that it is possible.

Whenever water is escaping. The damage accumulating overnight will exceed any plausible after hours premium within a short time.
The reverse is also true. Paying an after hours premium for a dripping tap is money spent on nothing, and any plumber who encourages that is not acting in your interest.

Is the call out fee refundable if I go ahead with the work?
