Can I use any water at all during a backup?
No. Every fixture drains into the same line below the blockage, including the upstairs bathroom and the washing machine. Every use makes it worse.
Is the sewer line my responsibility?
In most cases the lateral from your house to the public main is yours, including the section under the street. The main itself is the utility's. Confirm the boundary with your provider.
